New Mexico has a rocky gambling background. When the IGRA was signed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the Amerindian casino craze. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a task force in 1990 to draft a contract with New Mexico Indian tribes. When the working group came to an agreement with two big local tribes a year later, Governor King declined to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Indian bands, anti-wagering forces were able to hold the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the deal, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
